EURA Working Group on Mayors in Europe – News December 2025

The EURA working group held its largest workshop yet at TU Darmstadt (15–16 Nov 2025), launched preparations for a new survey of mayors (questionnaire to be finalized in La Cristalera, 7–10 May 2026), advanced the PROFLOC project with country reports toward a joint publication and future survey, and formally adopted its internal working rules.

#78 Could ‘free money’ for citizens help address inequality in European cities?

In recent years, a substantial number of U.S. cities have introduced basic income policies. The proliferation of this novel approach to social protection in a country marked by skepticism towards any social spending, raises the possibility that European cities will soon move on the policy. The central idea of basic income is regular, unconditional cash transfers. The goal of universal basic income designates everybody a recipient regardless of means. New EURA Working Group – Flexible, Healthy and Liveable Public Spaces

EURA launches a new Working Group, “Flexible, Healthy and Liveable Public Spaces,” focused on how public-space design can support health, inclusiveness and adaptability. The WG will map international best practices (e.g., healthy streets, proximity spaces, campuses, waterfronts) and develop transferable guidance for planning. #76 Multiresilient and multiadaptive places

Resilience is widely used across disciplines thanks to its compatibility with complexity theories, ranging from economics and ecology to political science, cognitive science, technology, and spatial planning. Zolli and Healey’s (2021) definition of resilience as “the ability of a system, company or person to maintain its fundamental purpose and integrity in the face of radically changed circumstances” bridges ecological and sociological perspectives.

#75 Urban mobility as a political conflict

Car-free zones have become a new normal in many European cities. Cities like Paris, Milan, London and Oslo have restricted car-driving in the city centres to improve air quality, reduce congestion, and enhance urban amenities. Car-free zones are seen as a key means of reducing emission from transport and to reach climate neutrality by 2050.

The EURA Working Group on Municipal Councillors in Europe is advancing its collaboration through joint research and teaching. A new survey of mayors is in preparation, alongside a first Blended Intensive Programme (BIP) held in June 2025 in Darmstadt with partners from five countries.

EURA Updates – July 2025

During the EURA 2025 Annual Conference in Bristol, the General Assembly elected Prof. Ignazio Vinci (University of Palermo) as the new President of the association. We extend our deepest thanks to Prof. Filipe Teles (University of Aveiro) for his outstanding leadership over the past years. The current Governing Board was also re-elected, with its mandate extended for another four years.

The paper titled "Regulating Urban Resilience: the need for interconnected standards and responsibilities for climate change resilience for the UK Urban areas", by Chris Medland and Jonathan Chenoweth won the EURA 2025 Emerging Scholar Award. Congratulations once again to the winners and thank you to all PhD and emerging researchers who submitted papers.

#73 The role of spatial planning law. A case study of Central and Eastern European countries

Spatial and urban planning covers numerous diverse thematic areas. In this context, architectural issues, geographical issues, environmental and nature protection, cultural heritage protection, social objectives and responses to climate change are particularly noteworthy. The list of issues is long. Combining them, and jointly implementing the associated objectives, is a difficult challenge.

#72 Creating healthy and sustainable cities

We provide here a warm welcome to the EURA 2025 Conference to be held in Bristol, UK on 10-13 June 2025. The conference theme is ‘Creating healthy and sustainable cities’ and we are absolutely delighted with the response to the call for papers. Over 280 scholars have now registered for the conference, and the Local Organising Committee (LOC) is now working closely with the Co-Chairs of the nine tracks to schedule the various sessions. In addition to 19 pre-organised panels more than 230 papers will be delivered. This is a most encouraging response.
